Rules and Regulations

The following information will assist you in the MONROE MUNICIPAL UTILITIES AUTHORITY’S application process. The forms, definitions and fee charts listed are self-explanatory.

Please note that all applications are to be submitted to the Authority’s Executive Director. In order to expedite the approval of your application we suggest that you submit your application at least ten (10) days prior to a regularly scheduled Authority meeting.

The Authority Board of Directors meet the third Wednesday of each month at 7:00 PM. in the Authority’s Business Office, at the address stated above.

Pertaining to the issuance of water and sewer permits, notice of at least 48 hours is requested.

EXPLANATION OF MMUA APPLICATIONS

FORM A: APPLICATION FOR REPORT ON FEASIBILITY OF PUBLIC SEWER AND/OR WATER, RECOMMENDATIONS AND CONDITIONS.

PURPOSE: To determine the economic and technical feasibility of extending public sewer and/or water service to the municipal system. The approval of this application is the first step in obtaining MMUA Endorsement. The applicant should be aware that application approval does not guarantee the availability of water and/or sewer.

APPLICATION FEE: $100.00 – Sewer; $100.00 – Water (Check must be made payable to Monroe Municipal Utilities Authority)

ESCROW AGREEMENT: The MMUA ESCROW AGREEMENT must be completed and returned with this application. Review will not be initiated until document is signed and returned by applicant to the Monroe Municipal Utilities Authority.

REVIEW FEE: $2,500.00 – Minimum fee to be deposited into escrow fund for professional/administrative evaluation. Applicant is responsible for review fees that exceed the amount originally escrowed at the time of the submittal of this application. (Re: Escrow Agreement, Appendix B)

FORM B: COMMERCIAL, INDUSTRIAL OR MAJOR SUBDIVISION

APPLICATION FOR PRELIMINARY REVIEW OF PLANS FOR PUBLIC SEWER AND/OR WATER

PURPOSE: This application and supporting data specifying the engineering details of the proposed project will be analyzed for compliance with Authority Engineer’s standards including provisions for orderly growth. The final condition of approval will be memorialized in the DEVELOPER AGREEMENT between the applicant and Authority regarding the terms and conditions for providing sewer and/or water services.

The applicant should be aware that application approval does not guarantee the availability of water and/or sewer.

FILING FEE: $200.00 – Sewer; $200.00 – Water (Check made payable to Monroe Municipal Utilities Authority)

REVIEW FEE: A review fee of $5,000.00 is due ar the time of the submittal of this application. The Authority reserves the right to make exceptions to the above requirement when it appears the imposition thereof will be patently inequitable. The Applicant agrees to be responsible for all MMUA review costs, in association with this application, including costs that exceed the original escrow deposit. (Re: Escrow Agreement, Appendix B)

FORM C: COMMERCIAL, INDUSTRIAL OR MAJOR SUBDIVISION

APPLICATION FOR CONSTRUCTION OF PUBLIC SEWER AND/OR WATER SYSTEM

PURPOSE: To control the extent and schedule of planned sewer and/or water facility installations and to establish a schedule for Authority inspection of completed installations.

The applicant should be aware that application approval does not guarantee the availability of water and/or sewer.

FILING FEE: $200.00 – Sewer; $200.00 – Water (Checks made payable to Monroe Municipal Utilities Authority)

REVIEW FEE: A review fee of $5,000.00 is due ar the time of the submittal of this application. The Authority reserves the right to make exceptions to the above requirement when it appears the imposition thereof will be patently inequitable. FORM D: APPLICATION FOR ANY OF THE FOLLOWING:

  • Final Approval of System
  • Title transfer of public sewer and/or water systems
  • Acceptance of Change of Use: Residential, Commercial, Industrial
  • When applicable sign off on Operation Permit
  • Release Escrow

APPLICATION FEES: WATER $200.00     SEWER $200.00

REVIEW FEE: Please note the applicant is responsible for review fees that exceed the amount previously escrowed. Upon notification from the Authority that their escrow account is deficient, the applicant must immediately forward the balance outstanding. Upon Authority acceptance of the system(s), within sixty (60 days) the balance of the escrow monies will be returned to the applicant.

FORM EA: APPLICATION FOR CONSTRUCTION OF PUBLIC SEWER AND/OR WATER SYSTEMS INTO EXISTING MMUA SYSTEM FOR RESIDENTIAL, COMMERCIAL OR INDUSTRIAL

PURPOSE: To determine the technical and economic feasibility of existing sewer and/or water to the MMUA system and to verify that the systems will be constructed in compliance with the MMUA Rules and Regulations. If applicable, Superintendent may direct applicant to submit a Form A Application to Authority.

Connection Fees to be paid in accordance with Authority current Rules and Regulations. The Superintendent or his designee is to be present at the time that the MMUA system is connected into. Arrangements must be made prior to such connection to have the MMUA office make a firm appointment for the MMUA Superintendent or his designee to be present.

FORM E-D: APPLICATION PERTAINING TO AVAILABILITY OF WATER AND/OR SEWER

Requests for written verification without formal review pertaining to the availability of water and/or sewer utilities for either a residential, commercial or industrial unit.

Residential Unit:

PURPOSE: To determine if service is available with regard to connecting to the MMUA existing sewer and/or water system.

Industrial or Commercial Unit:

PURPOSE: To determine if service is available with regard to connecting to the MMUA existing water and/or sewer system.
